Research Question (Clear, unambiguous) "Does being a native Creole-speaker affect educational attainment?"  This question is a bit baffling.  We don't have many native speakers of Creole and it is obscure why this linguistic community would be selected compared to the many other larger language communities in the U.S.
Relevant Literature What is discussed under this topic seems to have little to do with a literature review.
Causal Interpretations (clear, all parts defined, mechanisms, controls, plausible) Well, yes, having a different native language can be a problem in education, but we have a lot of research about that.  
Data (variables, sample, comparison) Given the limited numbers of Creole speakers, and the limits of Census data, this might not prove a plausible strategy.
Research Value The learning issues associated with different native languages are well known and have been the subject of considerable research.  Nothing here suggests the research will make a new contribution.
Overall Neither the motives nor the strategies of this project are clear.
