Research Question (Clear, unambiguous) Actually, the research question is unclear.  It seems to be something like, what determines which students do better or worse in school systems that are overwhelmingly minority and have a history of organizational difficulties.
Relevant Literature The relevant literature seems fairly broad for this.
Causal Interpretations (clear, all parts defined, mechanisms, controls, plausible) The broad vision of the research implies a broad scope of relevant causal possibilities, including neighborhood, family, student, and school effects.
Data (variables, sample, comparison) Yes, it will require data at several levels and it will be long and hard work to put it all together.
Research Value If one could pull together the full range of data and do a thorough job of it, this would probably be a highly valuable study.  If it is done narrowly, it may have a hard time adding to the large amount of relevant research already done.
Overall Truthfully, to do this well seems significantly too big for a MA thesis.  But it also could be a worthy adventure.
