Research Question (Clear, unambiguous)	"By comparing data between English language-learners (ELLs) in  both New York City International Network for Public Schools (INPS) and non-INPS high schools, I will examine what impact INPS schools have on ELLs."  Okay.  This is a basic school effects outcome study.
Relevant Literature	Well, the most immediately relevant literature would be the earlier studies on exactly the same issue.  After that it would be the more general literature on alternative approaches to teaching immigrants.
Causal Interpretations (clear, all parts defined, mechanisms, controls, plausible)	The causal logic is indeed simply whether the INPS locations produce better results.  Rather than pose the selection effects (do INPS get different ELL students than the "regular" schools?), it might be better to aim at clearer specification, by asking how different kinds of ELL students fare under alternative conditions.  What defines a "kind" of ELL student.  Well, start with their backgrounds and their social circumstances such as language, age, family organization, family income, and the like.
