Research Question (Clear, unambiguous) "What causes that the time spending on educational activities vary among older than 25 years old Americans? Possible causal factors would be sex, educational level, employment status, income, having children nor not. The analysis mainly aims to find the different significance of those variables having impact on education-related activities."  Okay.  Education-related activities is probably too vague a category, because it can include overly diverse activities.  Still, okay.
Relevant Literature Yes, much on education does treat it as a rational investment activity, the worth of which is indicated by economic achievements.  Part of the probable difficulty in the proposed study is that time investments in "adult" education include both goal oriented activities (like this MA program) and self-improvement or cultural aims without any agenda for economic returns.  You would need to identify the literatures relevant to this.
Causal Interpretations (clear, all parts defined, mechanisms, controls, plausible) The discussion shows some thoughtfulness, but you would need to go much further.  You have to consider the varied goals for educational activities and, indeed, the varied nature of educational activities.  Is going to a museum or attending a lecture educational.  Or will you restrict yourself to formal education?  If the latter, you need to start out with this (and justify it in terms of the research goals).
Data (variables, sample, comparison) The ATUS seems a good place to start, but it is not obvious to me how it has handled adult education activities.  The education scoring seems oriented toward standard degree programs, where a fair amount of adult education is not.  Also, you have to worry about online education.  
Research Value Actually, if you find something like this interesting and no one has done this kind of research, then it has value simply for adding to our knowledge.
Overall The projects goals and strategy seem reasonable if the data will support the strategy.
