Research Question (Clear, unambiguous) "Do cultural attitudes/morals affect individual perceptions of out-group members?"  Well, conceptions of outsiders are part of people's attitudes and moral beliefs, so they are formally related but it is not obvious that this could be considered causal.  Largely, this is stated in such general and ambiguous terms that it is not really clear what it means.
Relevant Literature Well, the broad range of literatures on the causes of opinions and relationships to "outsiders" seem potentially relevant.
Causal Interpretations (clear, all parts defined, mechanisms, controls, plausible) The statements provided a more compositional than causal, suggesting who might think one way or the other, rather than why.
Data (variables, sample, comparison) The discussion of the data seems to suggest creating an index based on various items that each in some way suggest attitudes to outsiders.  This is conceptually plausible, but it is not clear how difficult it would be to do this in a defensible way.  
Research Value Finding root causes is commonly overly ambitious.   You would need to explore literatures that address attitudes and actions toward outsiders go assess what would be a contribution.
Overall What determines attitudes toward outsiders, including who are outsiders, is an interesting question.  However, it also seems a challenging project to tackle.
