"Has the rate of sexual assaults on-campus
grown across the country? Has reporting increased? Are changing social
dynamics among students causing institutional changes in policy? Is
institutional policy for confronting sexual assault allegations changing?" To begin, one must specify a time period, a
meaning of "sexual assaults", and other things before the questions
can make sense. However, assuming we
are referring to the past quarter century, we can say that the answers to the
second and fourth questions are obviously yes without research. The answer to the first question is
probably no, but we don't really have the data to be sure. And, the third question is too oblique to
make much sense ("changing social dynamics among students" has no
obvious meaning). So, not so good on
the research question. |

It seems fairly well known that governmental
initiatives and concerns with lawsuits are major driving forces behind
college efforts to change procedures for handling charges of sexual
assault. It is plausible that increased
visibility and reporting of sexual assault has contributed to institutional
changes, but difficult to demonstrate.
It is possible that sexual assault rates have risen, but the general
suspicion is that higher reporting rates are a more likely source of changing
numbers. |
