Research Question (Clear, unambiguous) The apparent research goal is to explain why people with mental health issues die earlier that those who do not.  This is a potentially interesting question, but it is not obvious that it is a question appropriate for an MA thesis.
Relevant Literature This was omitted.  This is a topic where familiarity with the relevant literature would be crucial for knowing what is worth researching.  It took about 2 minutes of searching to find a review article (https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4461039/) from 2015 of what has been studied.  
Causal Interpretations (clear, all parts defined, mechanisms, controls, plausible) As the World Health Organization summarizes, "The vast majority of these deaths are due to chronic physical medical conditions such as
cardiovascular, respiratory and infectious diseases, diabetes and hypertension."   
Data (variables, sample, comparison) The references to data seem poorly focused.
Research Value The  explanation of mortality among the mentally ill is important.  Unfortunately, there is little in this project outline to suggest ideas or plans that would discover anything useful.
Overall As it stands, this does not appear to be either well thought through or manageable.
