Research Question While we can see what population category is of interest, no clear research question appears here.  
Relevant Literature Looking at the research literature that refers to the 1.5 generation is a good start, but you will also have to look at the relevant general literature on immigration and immigrant experiences.
Causal Interpretations The statements offered are a bit ambiguous in their intent.  It is not obvious with whom the 1.5 immigrants are meant to be compared.  If the idea is to compare 1.5 to first and second generation, it is never stated.  Nor is there anything here that seems to respond to some of the obvious potential causal conditions.  The age of immigration (including being born in the U.S. if we want to include second generation) implies a range of important potential differences, including citizenship, language acquisition, cultural exposure, schooling, and so forth.  
Data  The CPS offers good data, although its appropriateness to the research project is not entirely clear because of the vagueness of the project.  The other "data" mentioned in the topic proposal do not appear to be data sources, but rather outlets of summary data findings.
Two obvious sources of variation in experiences and outcomes seem to be ignored.  First, immigrant cultures vary considerably according to nationality of origin.  Second, the experience of immigrants vary by historical period.
Research Value Unclear.
Timetable Confused answer.  You seem to have written about the time period you will be analyzing, while we were expecting that you would present a provisional schedule for carrying out your project. 
   
Priorities for Developing a Full Draft This topic proposal concerns an interesting area of research, but needs a lot of work at all levels to turn it into a workable research project.
